The limits that decide it

Thousand Trails: Maximum 14 consecutive nights per stay, and after more than four consecutive nights you wait seven nights before staying again anywhere in the network. That cap, not the price, sets how many nights you can actually use.

Passport America: Each park sets how long the discounted rate lasts, from one night to unlimited, and sites are space available.

A break-even night you cannot reach because of a night cap is not a break-even night.
